The border between NSW and Victoria is restricted. Only certain persons can enter NSW from Victoria.

For more information, refer to the Public Health (COVID-19 Border Control) Order 2020.

Public Health (COVID-19 Border Control) Order 2020

People who have been in Victoria in the last 14 days may not enter NSW, unless authorised under the Public Health (COVID-19 Border Control) Order 2020.

Anyone entering NSW from Victoria will require a permit. Generally only NSW residents will be able to enter, however there are limited special conditions in the order which may allow some non-NSW residents to obtain an entry permit. Special conditions are in place for people living in border zones, for year 11 and 12 students and the staff who teach them, and for people returning to NSW after entering Victoria for certain medical or hospital services.

People entering NSW from Victoria must enter via Sydney airport and will need to self-isolate in a pre-designated hotel, at their own expense, for 14 days.

People entering NSW from Victoria must comply with the conditions of their permit, including  the NSW Health self-isolation guidelines.

If you do not meet any of the categories specified in the Order and require travel to NSW for compassionate reasons, you may apply for an exemption. For more information, refer to Compassionate permits for travellers from Victoria to NSW.

ACT residents wishing to transit from Victoria to ACT via NSW

ACT residents can generally only transit from Victoria to ACT via air. There is no ongoing permit to allow a crossing by road at the Victorian/NSW border at this time.

Travel from Victoria via NSW in order to proceed to Queensland

A condition of the NSW interstate resident transit permit is that you leave NSW by the most direct route. Permits will not be granted for people seeking to self-isolate in NSW for 14 days before journeying to QLD or any other state.

For more information and to apply for a border declaration permit, see Apply for a COVID-19 NSW border declaration permit.

Self-isolation guidelines for people who have visited or travelled from Victoria and are exempt from hotel quarantine

Some permit conditions only allow people to enter NSW from Victoria through Sydney airport. These people will need to self-isolate in a designated hotel for 14 days.  NSW residents returning from Victoria will have their hotel quarantine fee waived if they commence hotel quarantine before 11 September 2020. After this date NSW residents will be required to pay for their hotel quarantine. People who have obtained an exemption from hotel quarantine must follow the self-isolation guidelines for recently returned travellers who have been granted an exemption.

Advice for people who have visited or travelled from Victoria visiting high-risk settings

Anyone who has been in Victoria in the last 14 days and has been exempted from hotel quarantine or has a permit must self-isolate and abide by the permit conditions. You must not visit sensitive or high-risk settings including aged care facilities and hospitals. All health workers must wear a surgical mask if they are within 1.5m of patients.
